- Designate all place=suburb for the city, as it is unclear whether some places should either be quarters or neighborhoods or be designated as full blown suburbs. e.g. Mid City is fairly clearly a suburb, but Jones Creek near Shenandoah might be a part of Shenandoah, a quarter within it or a neighborhood, or it could be designated as its own suburb.
Baton Rouge is subdivided into various suburbs and neighborhoods at an official and cultural level. As of now, some of Baton Rouge's larger regions are marked, yet not all are due to some ambiguity as to what is categorized as a full on suburb or a neighborhood. Currently, the larger regions are classified with place=suburb, while individual neighborhoods are classified as place=neighborhood. Arlington is classified as place=quarter, which is an intermediate designation between what OSM categorizes as a suburb, the largest subdivision of a city; and a neighborhood, the smallest. It is unclear what might need to be classified as a suburb versus a quarter in some cases. A place is to be classified with place=neighborhood if it is designated in the City-Parish's suburb map(in this case, suburb is a neighborhood as OSM recognizes it. American English uses the terms interchangeably), available from their GIS portal available under "PDF Reference Map Gallery > Subdivision", the link to which is under Mapping Resources on this page.
