capacity:*=* by controversial blocked user. Most uses are mass-added, especially on building=* with undefined formatting and unclear meaning in some countries. Only ~1.5% are on the highway=elevator as conceived. The justification for there is unclear, when maxweight=* was already documented. Therefore mostly overlaps with capacity=* , which is more numerous, supported, and standardized. Talk:Tag:highway=elevator#capacity:person=* indicates the number of persons which may be accommodated
How to map
Add the tag =* to a node or area which also has a main feature tag such as amenity=hospital, tourism=guest_house or leisure=stadium
