The tag =* is used to tag a highway=* which is marked as an evacuation route, such as for flooding or hurricanes.

Formerly tagged =yes, or =no on a way tagged highway=*, but this method of tagging is no longer recommended.

This tag was approved to be added as a property to a route relation tagged with route=evacuation, with values that specify the type of evacuation route: flood, hurricane, tsunami, etc.
