Proposal
I propose to use u_turn=* to indicate whether u-turning is allowed directly on a two-way highway.
Rationale
I can find no documentation on about u-turning directly on a way, not at a node. The ability to u-turn is useful for routing to circumvent turn restrictions (for example, if you want to turn right at a junction which doesn't allow you to turn right, you can turn left onto a two-way road, then immediately make a u-turn and go straight if the road legally allows you to do so).
Tagging
Use u_turn=* and the values according to access=* to indicate if U-turning is allowed. Use a sub-key for individual vehicle types.
