Tagging

Draw the prison as closed way for the prison's outline (land in preference to buildings).

Draw it as a single node if you only know the vague position of the prison, but not its outline.

Only tag each prison once, there is no point in having both a node and closed way for the same prison.

Useful combination

You can clarify the type of prison with the prison=* key. The key in itself also has subtags.
