The tag building= is used for a building constructed as accessible to the public, for example, to house an amenity=townhall, amenity=police, amenity=courthouse or some type of office=government.
Use amenity=*, leisure=* or office=* etc to specify the current use.
Please, use more specific value if possible. For example building=office for office building is strictly preferable.
