A legal right of way exists but usage is officially discouraged (e.g., HGVs on narrow but passable lanes). Only if marked by a traffic sign (subjective otherwise).

UK has roads marked with "Unsuitable for Heavy Goods Vehicles" signs[1][2] and hgv= is a suitable tagging for that.

Obviously, it can be also used in other countries that have an official signage discouraging entry for HGV vehicles without making it illegal.
