A legal right of way exists, but usage is officially discouraged (e.g., HGVs may back up into the road, or back out again). Only if marked by a traffic sign (subjective otherwise).
Germany has roads marked with "Keine Wendemöglichkeit" signs and hgv= is a suitable tagging for that.
Obviously, it can be also used in other countries that have an official signage which mark dead end roads, or roads with traffic filters like bollards, as having no turnaround at the end. HGV vehicles driving into these roads are required to back out again, without making it illegal.
