Useful with non-zero layer tags and/or non-zero level tags.

Useful for objects where their location is not clear by itself, for example man_made=pipeline or generator:type=solar_photovoltaic_panel which may be also roof mounted.

Useless where it adds no useful info, for example adding it to highway=motorway without bridge=* and without tunnel=* is not helpful.
