In the Republic of Armenia, a pulpulak is any drinking fountain, but for OSM it makes sense to divide it into memorial fountains (with an inscription or a symbol "֍" (see Armenian eternity sign on Wikipedia)) and ordinary fountains.
Pulpulaks are mainly found in Armenia, but they can also be found on the territory of other countries.

If the fountain does not have inscriptions/drawings/flowers' vase, then such a drinking fountain should not be mapped as memorial=.
If it is known that the fountain does not contain drinking water, it should be replaced amenity=drinking_water to combination man_made=water_tap + drinking_water=no.
Non-working pulpulaks can be mapped without Water management tags.

Technically, it is a pulpulak (all drinking fountains in the Republic of Armenia are called that), but it has no designations to identify it as a memorial. You don't need to use thememorial=tag for it.
