Defined as "STREAM/RIVER Hydrographic Category|intermittent;"[2].

It is recommended to use intermittent=yes and proper waterway=* instead as it is standard, supported and expected by data consumers.

It adds nothing of value for any way tagged already with intermittent=yes and proper waterway=* value.
