Use fixme=continue to indicate that a way continues, even though it is not mapped yet.
Or remove noexit= if the node is already part of a road and has a connection to another road.
noexit=* is only used for the opposite case: To emphasize that a highway really ends at the point where its endpoint is in OSM using noexit=yes.
