An office for a service which matches jobs with people. In America these are often referred to as "temp agencies".
People looking for a job attend the office and people needing labour contract the office to provide workers. If there is a big difference between the needs of companies and the skills of people looking for a job, the agency generally offers training either on site by bringing in trainers or by sending workers to office=educational_institution.
Currently, there is no difference in tagging between a government employment agency and a private company (like Adecco).[1]
Some private companies can offer both jobs and temporary work. If a company only offers temporary work, see office=company + company=temporary_work_agency instead.
How to map
Set a node at the center of the feature or draw an area along its outline. Tag it with office=. Add usual combinations (name, address, website, phone...).
If the agency is part of a company or institution, add the tags operator=*, operator:wikidata=* and operator:wikipedia=*.
Short-term interventions
If a company provides short-term works, this does not mean that this company is an employment or a temporary work agency. An employment or a temporary work agency will provide an employer to another company to replace a worker or supplement the others workers of that company.
A company that offers short-term services for another company or a particular (for example a gardener to mow grass around the company's buildings, a person to help an elderly person with household chores, cooking, etc.) is not an employment agency or a temporary work agency.
