opening_hours= is used for features which are closed and not having any opening hours. It might not be clear if they are temporarily or permanently closed.

Often the situation of closed features is unclear, therefore the retagging of a feature to shop=vacant or disused:*=* might not be determinable.

Features which are still visible in the landscape can remain in the OpenStreetMap Database, as they are still useful for navigation.
