A municipality is a single urban administrative division having corporate status. Unlike values such as place=town and place=city, a municipality is primarily an administrative subdivision of a larger administrative area and does not necessarily correspond exactly to a populated place. Therefore, the placement of a place= node is often arbitrary, conventionally at the centroid of the boundary. Alternatively, you can tag the boundary relation with border_type=municipality or a more regionally appropriate value such as township.
