surface= is often used in such cases.Since 2011[1] it was described at OSM Wiki as having the same meaning as surface=compacted. Nevertheless, it was used for cases where small loose gravel was used as a surface - typically on paths and driveways with minimal traffic as this surface is not practical for roads with substantial traffic.
