Bill Webb
Bill Webb is one of the founders of Necromancer Games, along with Clark Peterson. He also worked on a number of Scarred Lands books. Webb and Peterson eventually parted ways, and Webb went on to cofound Frog God Games, which bought out any remaining Necromancer Games stock from White Wolf and NG's other distributors.
