Who issued Em's mandate and why?

Carte Blanche is a Journal entry in the Intel section, unlocked by retrieving collectibles in the form of Octahedrons in VTM: Vampire: The Masquerade - Bloodhunt . Collecting each part of the entry involves entering separate matches, with one Octahedron appearing on the map per match. Each Octahedron unlocks a new portion of the entry, and must be collected in order.

Part 1

The five Justicars are said to be the ultimate Camarilla authority, and the only vampires whose power and mandate extend beyond a single domain and any individual Prince. Claiming to uphold Kindred law, they judge in issues regarding the Traditions that Princes and their Courts cannot conclude by themselves. Whether they truly serve the Camarilla or simply make that claim to justify their own agendas is up for debate, but only in very private circumstances and far from prying ears.

Kirill: Like a piece of paper changes everything!

Carlota: Well, this particular paper kind of does change...

Kirill: Sakra! Not you too!

Carlota: No no, I'm just saying...

Kirill: I refuse to let some fucking mandate from some higher up decide who does what in my city!

Carlota: Do you have a choice?

Kirill: There's always a choice!

Part 3

So... The attack on the train wasn't exactly a success. We couldn't find the document, and the person of interest got away. BUT they carried a lot (!) of weapons, which is probably a sign that you're right. We should keep trying to expose this newcomer. No ideas at the moment, though...

I'm positive she will uphold her word to M. Otherwise I wouldn't do this. Can't tell you more, for obvious reasons. Just know that my existence is not in danger.
