Frank Donnely
Frank Donnely was a criminal acquaintance of Lemuel Ebberds of Monticello, Georgia. Donnely regularly bribed the local police force to look the other way regarding his people's moonshine production.
Donnely was indirectly responsible for Lem Ebberds's car accident in '59 — due to their falling out, Donnely deliberately missed a payment to the police, meaning that they went after Ebberds, culminating in a frantic chase that saw the fatal crash of Ebberds's '57 Chevy.
