São Paulo (TU)
São Paulo, in southeastern Brazil, was the target of a fusion warhead which was detonated by (presumably) terrorists on September 25, 2003.
By February 14, 2004, Team Tomorrow investigators had not yet come up with any suspects. The incident was enough to convince the UN on June 15th of that year to grant Project Utopia's Science and Technology Department authority to monitor and regulate new technologies.
Some suspect that the incident was caused by elements of Utopia specifically to achieve this goal.
