Santa Monica Cathayan
The "Cathayan" was a Kuei-jin who was staking out Santa Monica and spying on the area's Kindred. He had somehow killed Virgil Crumb in order to gain access to Foxy Boxes, which he used as his headquarters.
He became aware of Knox Harrington and began following him less-discreetly in order to frighten Knox.
Knox sought the help of the prince's agent, and the agent then tracked the Kuei-jin to Foxy Boxes, and killed the Kuei-jin.
His final message to his mistress was that Santa Monica was ripe for invasion.
