A Seaweed Garrote is a Treasure of the Selkies.

Overview

This treasure is a string of seaweed that, when invested with a point of Glamour and wrapped around the neck of its victim, causes the victim to feel and believe they are drowning. Unless they manage to break free, they will go unconscious in a matter of minutes with no actual physical damage inflicted. Many selkies carry these weapons.
