Background Information

The 1999 Jul-Dec Catalog has a different text entry for the book:

Not All Wars Are Fought by Armies

So, young one, you wish to learn how the Kuei-jin made war? Then you must learn the customs of the Shadow War. One does not simply attack one's enemy. There are customs that must be observed so that you might win allies and earn respect through your victory. If you fail to observe the traditions, it does not matter if your first attack succeeds. Stories of your brief success might, however, enliven your funeral.

Some Wars Are Fought in the Shadows

Shadow War is a glimpse into the vicious struggle within the Courts of the Kuei-jin. When honor is at stake, when blood is called for, when there can be no compromise short of total annihilation, it is time for the Shadow War. Take notes. Your very soul could depend on it.
