Tin Can Bill
Tin Can Bill was a homeless man who had been dragged away by Brother Kanker and infected with the Ninth Circle disease. He was only able to describe a "monster" who took him to the "bad place" through a nearby sewer entrance. He was located near the end of the alley opposite the Last Round in downtown LA, standing behind a broken fence and next to a dumpster.
Unfortunately, shortly after passing on information on how to find Kanker, he succumbed to his illness.
