Sino-Korean word from 蘇聯 (USSR) Hanja form (so), the abbreviation of 소비에트 (sobieteu) or orthographic borrowing from Chinese 蘇維埃 / 苏维埃 (sūwéi'āi) and (yeon), short for 연방 (yeonbang) meaning "union", "federation", or "commonwealth".
