Borrowed from Ottoman Turkish اراده, borrowed from Arabic إِرَادَة (ʔirāda), from أَرَادَ (ʔarāda). The gender probably learnedly feminine from Arabic or neuter by the word’s South Slavic interpretation and masculine by alignment to German Erlass or Befehl.
