Grass covered ground. As with all surface tags, surface= is used to provide additional information about the physical surface of roads/footpaths/etc, in this case indicating a grass-covered surface.
Grassy paths can often turn into surface=dirt or become overgrown and disappear. Some paths change during year between surface=dirt and surface=, in such a case it is better to select the dominant surface.
