=* was a tag which denoted the existence of bus infrastructure on both sides of a highway=*. This is more specific than just using busway=* which only tells you the existence but not the position of bus infrastructure nor whether it exists on both sides of the road or not.
It's been deprecated in favour of lanes:bus=* or bus:lanes=* + access:lanes=* which are more specific in access and given the limited use of =* for anything other than bus lanes, the whole key has been deprecated alongside busway:left=* and busway:right=*. See busway=lane for more details.
