=* was a tag which denoted the existence of bus infrastructure on a certain side of a highway=*. This is more specific than just using busway=* which only tells you the existence but not the position of bus infrastructure.
It's been deprecated in favour of lanes:bus=* or bus:lanes=* + access:lanes=* which are more specific in access and given the limited use of =* for anything other than bus lanes, the whole key has been deprecated alongside busway:both=* and busway:right=*. See busway=lane for more details.
