This key clarifies who exactly is allowed to use a facility (or a way) with private access, i.e. if a tag such as access=private, vehicle=private, motor_vehicle=private, parking:side:access=private (or another access key with the value private) is specified.

Proposed values

• exceptional_permit – See Proposal:Specific permits. Only holders of a permit for which one needs a valid reason (as opposed to access=permit for routinely granted permits)
• government – government officers or employees only
• government_service – services appointed by government only, such as waste collection
