The =* tag is used on water areas (tagged natural=water) to specify the name of the enclosed waterway=* feature.
Background
Generally in OSM, riverbanks are tagged as natural=water plus a water=* type tag such as water=river. Some mappers have historically added name=* tags to these features using the name of the waterway=*. This can cause some unintended issues, primarily the duplication of water labels on rendered maps. Moving this name=* tag to =* fixes these issues without losing information. Data consumers can benefit from having waterway names tagged on water areas.
The =* tag supports dual name tagging when a specific area of river, such as a pond or lagoon, has an distinct name (which is suitable for the name=* tag).
How to map
The tagging for =* tags follows the same pattern as for name=* tags. For example, you can tag a French name as waterway:name:fr=*.
The content of =* tags should match the name=* tags of the referenced waterway. If a river area covers multiple named waterways, consider splitting it up so each area only contains one primary waterway. If a pond or reservoir contains multiple named waterways, consider omitting the =* tag.
