The tag building= is used to map a very small building which shows a religious depiction as a wayside shrine, if it has a roof and is large enough for at least one person to enter (these are the usual criteria for a building).
This tag can also be used to mark wayside shrines created in modern times – not just “historic” ones. There is also tag historic=wayside_shrine and some advocate that it should be added only to historic ones, but that tags is extremely widely used for all (see Counterintuitive keys and values).
building= has a certain problem, as building=* designates building structure and not its current function. building= may have form of a shrine but be no longer a shrine.

Notes:
- For larger (but still small) christian buildings, that can be entered by one or more people, consider using the tag
building=chapel. - For non-christian buildings of this kind use the tag
building=shrine.
