The tag seems to be used for climbing related places; as yet (September 2024), there is no concrete definition of this tag, but it has been increasingly used recently. Most (> 90%) leisure= are used together with natural=cliff and sport=climbing, but natural=cliff + sport=climbing is often also used without leisure=.
