place= is a subdivision of a country similar to a state. Some countries have provinces rather than states.
How to map
When the province boundaries are unknown, it's possible to represent a province as a node tagged with place= along with name=*.
If the boundaries are known, a more common approach is to map provinces using a relation tagged as type=boundary, boundary=administrative, admin_level=*, and border_type=province.
When representing the province as a boundary relation, it is not recommended to use place= on the relation itself.
However, it can be included on a separate node to indicate the placement of the province label.
