According to the list at that link, while there's no chip rated for 4800 MIPS (4.8 billion per second), the closest to the release of Bloodlines are probably the AMD Athlon from 2000 at 3,561 MIPS, and the PowerPC G4 MPC7448 from 2005 at 3,910 MIPS.
