Neutral

Neutrals are humans with no psionic powers or latent psionic potential. The term is currently in vogue in 2120, replacing more loaded alternatives such as "normals," "blanks" or "empties."[1] The exactly genetic differences between neutrals and latents have not yet been identified.[2]
