This key is used for designated combined cycle- and footways.
If both have their own lane, tag =yes.
If they share one lane, tag =no.
This key has no default value and tagging it is useful in many cases!
Note that =no may be safely assumed in at least some cases.
As result, if path allows multiple transport modes (such as cyclists and pedestrians) it is always OK to explicitly tag =no or =yes but it is not useful to always require it.

Relation to sidewalk=*
Combined foot- and cycleways can be tagged with =* to indicate whether pedestrians and cyclists have dedicated lanes or share a single lane without segregation. On a designated cycleway, pedestrians could be required to walk on a sidewalk, if present. This situation is especially common in The Netherlands. In this case, the tag sidewalk=left/right/both (or sidewalk:left=yes/sidewalk:right=yes/sidewalk:both=yes) should be used instead. The presence of a sidewalk implies =yes (because sidewalks are segregated by definition) and foot=yes. =yes and foot=yes can be omitted in this case.
