The tag water= is used with natural=water to map the water covered area of a waterway=drain: an artificial waterway, lined with concrete or similar, used to carry superfluous water. Should contain a waterway=drain way inside.
How to map
Draw the drain area outline.
If the drain is very long, it must be divided into several segments.
Also map a separate 
way with waterway=drain in the direction of water flow. All tags of the drain (like name=* and other supplemental tags) should go to this center line.
