Mengilai
Mengilai is detailed in Night Horrors: The Wicked Dead, a book featuring a number of creatures that resemble vampires, but are not Kindred. It is the unique discipline of the penanggal, Malaysian blood-drinkers that masquerade as normal people during the day, but at night their heads detach from the rest of their body, allowing them to use a number of powers, such as their inhumanly powerful voice.
Because Mengilai requires a penanggal's terrifying voice to perform, it cannot be learned by Kindred under any normal circumstance.

Powers




The Hidden Voice - Allows the penanggal to project their voice, making it difficult to figure out where exactly they are.



Curse of Babel - Makes it difficult for a subject to talk, so that they cannot clearly describe something that has happened. Very similar to the Theban Sorcery ritual.



Unhinged Wail - Inflicts a target with a mild Derangement temporarily using the terrifying scream.



Shattering Cry - Turns the user's scream into something capable of causing physical harm, in the form of bashing damage.



Invisible Tongue - Uses an arcane frequency to absorb blood out of a target, allowing for feeding at range.
